Hit The Ice was based on a Williams arcade game of the same name. The conversion had an added RPG element, something you should never see in any sports game.

The game was announced in 1993 and was featured in quite a few magazines.
My guess is it went unreleased due to bad coding, the game suffers severely from flicker and missing sprites which you only usually see in bootleg Street Fighter ports and alike.
